The book by Isaiah, who is also known as "The Messianic Prophet".
The historical context of the passage is the imminent siege of Jerusalem (Ariel meaning "The Lion of God."):

Isaiah 29:7  And the multitude of all the nations that fight against Ariel, even all that fight against her and her munition, and that distress her, shall be as a dream of a night vision.   8  It shall even be as when an hungry [man] dreameth, and, behold, he eateth; but he awaketh, and his soul is empty: or as when a thirsty man dreameth, and, behold, he drinketh; but he awaketh, and, behold, [he is] faint, and his soul hath appetite: so shall the multitude of all the nations be, that fight against mount Zion.    9  Stay yourselves, and wonder; cry ye out, and cry: they are drunken, but not with wine; they stagger, but not with strong drink. {cry ye...: or, take your pleasure, and riot}    10  For the LORD hath poured out upon you the spirit of deep sleep, and hath closed your eyes: the prophets and your rulers, the seers hath he covered. {rulers: Heb. heads}    11  And the vision of all is become unto you as the words of a book that is sealed, which [men] deliver to one that is learned, saying, Read this, I pray thee: and he saith, I cannot; for it [is] sealed: {book: or, letter}    12  And the book is delivered to him that is not learned, saying, Read this, I pray thee: and he saith, I am not learned.    13 Wherefore the Lord said, Forasmuch as this people draw near [me] with their mouth, and with their lips do honour me, but have removed their heart far from me, and their fear toward me is taught by the precept of men:

This is a rebuke similar to what we find later in the Olivet Discourse:
Mar 7:13 Making the word of God of none effect through your tradition, which ye have delivered: and many such like things do ye.

Folks being blinded by, and following in, tradition and ritual. Like Mohammedan salat prayer of the heathen for example.
Matthew 6:7 But when ye pray, use not vain repetitions, as the heathen [do]: for they think that they shall be heard for their much speaking.
Empty performance rather than relationship through faith and repentance.

Some Mohammedans actually suggest that verse 12 is a prophecy of Mohammed! Many have been lied to by their Greek sophist styled Deedats and told that verse 12 refers to a prophet.
Where is there any reference to a prophet related to that verse?

We can see from the verses that it isn't a reference a prophet, but rather a hypothetical "somebody" or "anybody" type of general reference. In context we can see by the surrounding verses that this is an illustration. A comparison.
In verse 11 reference to the book being delivered to one that is learned, and in verse 12 being delivered to one that is not learned, by way of comparison.
Personally I don't even believe it is a reference to illiteracy, as much as person #2 being unlearned in the things that person #1 (the Pharisees) was learned in.
Addressing the first "to one" and the next "to him" as the examples.
The present tense is, past tense delivered And the book IS delivered to him... NOT will be delivered to him. Present tense when it was written about 700bc.

Then the "wherefore" ties the several verses together with the conclusion.
Entirely a rebuke - in the then present tense - of the Pharisees past behavior.

Some Muslims pretend this is a prophecy of Mohammed because the angel he met in the cave told him to read a book, to which he of course had to reply that he was illiterate. Whereupon the angel...

""Read." Muhammad answered in surprise, "What shall I read?" He felt as if the angel had strangled and then released him and heard once more the command, "Read." Muhammad's reply was, "What shall I read?" Once more he felt the angel strangling and then releasing him, and he heard him repeat the command, "Read." For the third time Muhammad answered, "What shall I read?" fearful that this time the strangling would be stronger."

Does that sound like the angel Gabriel that we Christians know? Or more like:

2Cr 11:14 And no marvel; for Satan himself is transformed into an angel of light.

Interestingly, Mohammed came away from that cave convinced that he had a run in with jinn (demons).
Mohammed never actually claimed it was an angel but rather his wife convinced him it was an angel of God.
Ironically, the testimony of a lone woman in Islam isn't worth jack squat because Mohammed considered them "deficient in intelligence" requiring testimony from two of them to count:

"...if the two be not men, then one man and two women, such witnesses as you approve of, that if one of the two women errs the other will remind her..."
"The women asked, "What is deficient in our intelligence and religion, Messenger of God?" He answered, "Is not the evidence of two women equal to the witness of one man?" They replied in the affirmative. He said, "This is the deficiency in your intelligence."

So with stunning irony, the entirety of Islam is based upon the OPINION of a lone woman, who wasn't even present as a witness, when Mohammed had his run in with the jinn.

Mohammed's wife's former husband frequently met with jinn and claimed they gave him news. Thus she may have yearned for the experience to continue.
