Why did the Obama Administration drop a huge terror-funding case?
In 2014, I was involved in triggering a federal investigation into Islamic Relief, one of the world’s largest Islamic charities. A criminal case was presented by three government agencies, whereupon the Obama Administration’s Justice Department astounded the agents involved by declining to prosecute. It is time for Congress to demand answers.
A federal special agent with years of counter-terrorism experience noticed my published research into the Islamic Relief charity and asked to meet with me in 2014.
As I walked him through a trove of documents, he was taken aback: Islamic Relief, a powerhouse global charity, had extensive ties to the Muslim Brotherhood, Hamas and other extremist groups, while receiving federal grants and federal employee donations.
The charity was embraced by both political parties. It even enjoyed close working relationships with the State Department and U.S. Agency for International Development.
This raised questions about the government’s vetting process and the influence of Islamic Relief and similar groups on U.S. counter-terrorism policy.
It became clear to the agent that an investigation of Islamic Relief would likely implicate a range of other powerful organizations. I provided information on eight additional groups that could be subject to a broader investigation.
The agent was alarmed by the gravity of the situation. He, nor anyone he knew of, had been briefed about this multilayered Islamist network in America.
As a result of my research and briefings, an investigation was triggered. The FBI, IRS and Office of Personnel Management opened investigations into Islamic Relief and its various arms.
Islamic Relief USA’s acceptance onto the Combined Federal Campaign charity list, which allows federal employees to automatically donate to approved non-profits, also drew federal scrutiny.
The case was potentially bigger than the one against the Holy Land Foundation, the largest terrorism-financing case in American history. And, if prosecutions occurred, there would likely be a domino effect impacting many other Islamist organizations in America and around the world.
Then, near the end of Obama Administration in 2016, the Justice Department declined to prosecute. Federal agents were stunned. No clear reason was given. The investigation into Islamic Relief continued, but the criminal case presented by the three government agencies would not move forward.
The only reasonable speculation: The administration lacked the political will to take on the case.
Indeed, the blowback might have been massive at home and abroad. Islamic Relief Worldwide, headquartered in the U.K., has 16 branches including Islamic Relief USA and 26 field offices. It boasted a $156 million budget in 2016 and its U.S. arm listed $115 million in total revenue. It has the resources to fight back in the press, in the courts, and, to influence voters. Federal investigators would likely have been tarred as anti-Muslim bigots.
Yet, the evidence implicating the charity has only gotten stronger over time. One of Islamic Relief’s senior officials admitted that his organization was founded by Muslim Brotherhood ideologues. Extensive ties to Islamist extremists remain, including ones linked to terrorism. The U.S. wing of Islamic Relief overlaps with organizations that the Justice Department has identified as affiliated not only with the Muslim Brotherhood but also Hamas, which is listed by the State Department as a foreign terrorist organization, and the Muslim Brotherhood.
Islamic Relief has received tens of millions of taxpayer dollars from the West, including more than $700,000 from the U.S. government. The State Department even hailed Islamic Relief as a partner in a July 2017 announcement. The charity was advising the U.S. Agency for International Development and State Department at the very same time that Israel banned the group for funding Hamas.
The Israeli government said Islamic Relief “funnels millions of dollars a year to Hamas institutions.†The United Arab Emirates has also banned the charity as a terrorist entity.
Unfortunately, the handling of the Islamic Relief case is part of a larger pattern. Not a single U.S. charity has been blacklisted for having links to terrorism since the earliest days of the Obama Administration.
National security reporter Patrick Poole broke two stories in 2011 about how the Justice Department had torpedoed prosecutions of multiple individuals and organizations linked to Hamas, Palestinian Islamic Jihad and the Muslim Brotherhood in America.
The very same Islamist organizations in question were actually advising the federal government. A senior adviser to the Department of Homeland Security was closely linked to them and helped craft jaw-dropping guidelines for law enforcement training that would preclude any instruction about the Muslim Brotherhood and Islamist network in America.
Since then, a DHS whistleblower has come forward with his story about the purging of important intelligence records, including those related to this Islamist network. And we’ve learned about how the Obama administration let Hezbollah’s drug trafficking operation in America “off the hook†for the sake of the nuclear deal with Iran.
In the early months of 2017, I approached the Middle East Forum, a Philadelphia-based non-profit, with my story and requested assistance in filing Freedom of Information Act requests.
In January 2018, the Office of Personnel Management’s response confirmed that the investigation into Islamic Relief is ongoing.
Since the Forum’s publicizing of the information about the investigation I shared, seven congressmen have written letters to the directors of the FBI, IRS and OPM about the Islamic Relief investigation. Because the charity receives taxpayer money, the congressmen said it is “critically important†that Congress be kept informed of evidence linking it to extremist or terror-related activity.
Last year, then-Rep. Ron DeSantis wrote legislation to forbid the sending of taxpayer money to Islamic Relief Worldwide. He argued that, more broadly, taxpayer money shouldn’t go to any groups affiliated with the Muslim Brotherhood.
These congressional inquiries are a good start. More members of Congress should demand answers. But they are not enough.
Congress should investigate Islamic Relief on its own to uncover why it has received taxpayer money despite its well-documented history and to find out why the Justice Department dropped a criminal case that could have been one of the biggest terrorism-related prosecutions in our lifetime.
