In broad terms, the beast of Revelation 13, seems to be more involved with the physical and historical condition of mankind over the course of history from Egypt to today, while the scarlet beast, great whole and Babylon the Great seem to be more about the spiritual condition of mankind throughout that same period and the things that allure mankind to the things of the flesh of this world and a away from the kingdom of God.
No shortage of folks want to pencil in the Roman Church as the Great Whore because of the descriptive colors, bejeweling (adorning the Pope and Vatican) and cup (of transubstantiation which so many Christians were murdered for rejecting). However the subject would seem a bit broader than that to me, including false worship and false doctrine throughout the history of mankind.
Since of Babylon the Great we see an extensive list of the attractions of the things of the flesh which chapter concludes with:
Rev 18:23 And the light of a candle shall shine no more at all in thee; and the voice of the bridegroom and of the bride shall be heard no more at all in thee: for thy merchants were the great men of the earth; for by thy sorceries were all nations deceived. 24 And in her was found the blood of prophets, and of saints, and of all that were slain upon the earth.

Every other TV commercial advertises drugs, often that are prescribed for treating symptoms, caused by other prescribed drugs.
Any shortage of idolizing musicians, sports heroes, or TV and movie personalities?
What about lusting after and idolizing big homes and fancy vehicles and such? The "sorcery" of deceiving the world into a fake medium of exchange that is on the verge of collapse?
